We’re writing to inform you that the 2025-2026 Regular Home Energy Assistance Program (HEAP) benefits component is now open as of today, Monday, December 1, 2025.
The Regular HEAP benefit is scheduled to operate through April 7, 2026, or until funding is exhausted, whichever occurs first. HRA will notify community partners of any program operation date changes.
NYC residents may apply for Regular HEAP benefits online through ACCESS HRA. Applicants may also apply for Regular HEAP benefits by submitting paper applications by mail, fax, or in person at a HEAP Benefits Access Center (BAC).
